Abstract
Shura is one of the basic elements in Islam. It is considered some thing obligatory in Islamic nation. but there are some differences in the historical texts and some opinions of the experts in this field. The study in its historical and figh content displays the situation of those people at the beginning of Islam till the Umayyad Era in addition to some opinions of those experts and norators,who depends entirely upon the Prophet biography and some Quranic Texts, and any thing new concerning Islam. The study is not dogmatic to any era, but it focuses on the real opinion of those people on the behalf of the Islamic stale.
