Abstract
The modern state in its general sense, since its inception until today, has witnessed many developments, whether in its structure or in the functions it performs, and thus moved from a state subject to the control of the individual ruler with absolute powers over the material and human resources of society as the patriarchal ruler to a state in which the ruler is bound by the law and the constitution and is subject to control and question From the state of personalization to the state of the institution, that is, the state that depends on institutions and in which the rule of law prevails, it enacted constitutions and legislated laws and tended to make of its members citizens with equal rights, freedoms and duties.
