Abstract

             Smart power that relies on hard and soft power has become one of the basic pillars of American foreign policy,It  has been adopted by  President Barack Obama officially adopted it during his first and second terms of office due to the failure of the American military force in Iraq, which prompted the United States of America to conduct a comprehensive review of the foreign policy and the methods it uses, In addition to the economic crisis that the United States witnessed, which resulted from the policy of wars it pursued in both Iraq and Afghanistan, greatly affected the United States of America, as well as the emergence of many important challenges, foremost of which are the nuclear proliferation crisis, the energy crisis, the Chinese rise and the pursuit All these reasons prompted the United States of America to change its foreign policy and work to give a greater role to diplomatic, cultural and media means, as well as the role of the technological component in the state's foreign policy.
